3、Qualification Requirements For Bidder
Qualifications or Performance:Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:
1) Satisfied the eligibility requirements of ADB loan projects, such as Nationality, Conflict of Interest, ADB Eligibility, Government-Owned Enterprise, United Nations Eligibility.
2) Historical Contract Nonperformance: (i) Nonperformance of a contract did not occur as a result of contractor default since 1 January 2022; (ii) Not under suspension based on execution of a Bid-Securing Declaration pursuant to ITB 4.6.
3) Contractual Experience: The Bideer as main supplier should successful completed the following contractual experiences: (i) Successful completion within the last 3 years (from 1 January 2022 to the deadline for bid submission), of at least 4 contracts valued at CNY 34 million (or equivalent foreign currency) with the type of urban road intelligent transportation information integration project; (ii) Successful completion within the last 3 years (from 1 January 2022 to the deadline for bid submission), of at least 2 contracts with the type of information integration project which similar to the core software platform of this contract (the contract should include at least any one platform software from the bicycle intelligent management system, or transportation law enforcement management information system, or road construction and maintenance system, or smart transportation platform).
4) Technical Experience:
4-1) The Bidder shall demonstrate that the "Law Enforcement Recorders" (same series products) offered have: (i) been in production for at least 2 years, and (ii) been sold a minimum of 100 sets in total over the last year (from 1 January 2024 to the deadline for bid submission); (iii) been in operation for a minimum of 1 year.
4-2) The Bidder shall demonstrate that the "High-density Passenger Flow Collection Equipment" (same series products) offered have: (i) been in production for at least 2 years, and (ii) been sold a minimum of 100 sets in total over the lastyear (from 1 January to the deadline for bid submission); (iii) been in operation for a minimum of 1 year.
5) Production Capacity: The Bidder or manufacturer shall demonstrate that it can supply the type, size, and quantity of the goods as required by Purchaser in accordance with the Delivery and Completion Schedule of key goods.
6) Other Technical Capacity:
6-1) Domestic bidders shall have Grade I qualification for Specified Contracting of Electronic and Intelligent Engineering and Grade I qualification for Specialized Contracting of Highway Transportation Engineering (Highway Electromechanical Engineering) issued by the administrative department; Foreign bidders shall have the construction capacity of Specialized Contracting of Electronic and Intelligent Engineering and Specialized Contracting of Highway Transportation Engineering (Highway Electromechanical Engineering) corresponding to the scale of the project; or other equivalent certifications.
6-2) Domestic bidders shall have the Information Security Service Qualification Certification (information system security integration service qualification certification level 2 or above and information system security operation and maintenance service qualification certification level 2 or above); Foreign bidders shall have the ability to provide information security integration and maintenance.
6-3) The bidder shall have: ISO20000 Information Technology Service Management System Certification (The certification scope should include smart transportation related systems); ISO27001 Information Security Management System Certification (The certification scope should include smart transportation related systems); ISO22301 Business Continuity Management System Certification (The certification scope should include smart transportation related systems); and ISO27701 Privacy Information Management System Certification; or other equivalent certifications.
6-4) The Bidder shall have the Software Development Maturity (CMMI) Qualification Certificate with Level 5; or other equivalent certifications.
6-5) The Bidder shall have the ITSS Information Technology Service Operation and Maintenance Standard Certificate with Level 1; or other equivalent certifications.
7) Historical Financial Performance: Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last three years to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last three years calculated as the difference between total assets and total liabilities should be positive.
8) Size of Operation (Average Annual Turnover): Minimum average annual turnover of CNY 80 million (or equivalent foreign currency) calculated as total payments received by the Bidder for contracts completed or under execution over the last three years.
9) Cash Flow Capacity: Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 8 million (or equivalent foreign currency).

Additional Instructions:The Bureau of Economic Development of Gui'an (BEDGA) ("the Purchaser") invites sealed Bids from eligible Bidders for EQ601: Smart Transportation Management and Service System.
The list of goods and related services include: Software and hardware equipment and supporting services for Bicycle Intelligent Management System, Transportation Law Enforcement Management Information System, Road Construction and Maintenance System, and Smart Transportation Platform Upgrade. (See the list of goods and related services in Section 6 of the Bidding Document). Bidding will be conducted through the Internationally Advertised Open Competitive Bidding procedures. The bidding is open to all qualified bidders as defined in the Procurement Regulations for ADB Borrowers (2017, as amended from time to time).
Open competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB Clause 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.
All bids must be accompanied by a bid security in the form and amount indicated in the bidding document.
